Forum Re-arrangement.

I've noticed the Smash Bros part of the forum growing randomly, so I decided t categorise it. Aside from that I thought while I was at it I'd change some other forum layouts that I think could have been better structured.

Here's a list of the changes to the forum:

With Discussion and Site Stuff.
Moved Introductions to Discussion forum
Moved Rules to Site Stuff forum
Moved Suggestions and Complaints to Discussion forum
Moved Target Board to Site Stuff forum
Removed Forum Functions
Added Gaming discussion
Moved Super Smash Bros to Gaming Discussion

With Super Smash Bros. Revolution forum
Moved Bugs to General Discussion
Moved Trophy Case to General Discussion
Moved Event to Game Modes
Moved Completed Characters to Character Development

I hope the changes don't cause too much interruption to the membrs that were used to the old layout, hopefully this one would suit better.
